Update on number of youth who applied for phase IV of PYEI-BEEI

The Department of Basic Education continues to ensure transparency in the processes of recruitment for the Presidential Youth Employment Initiative (PYEI) in the Basic Education sector. 


It has been a week since applications opened for youth and the Department, together with SAYouth and the provinces, have been monitoring the process very closely. 


As at Friday 30 September 2022, the DBE can report that 7 389 000 million applications have been received from 867 864 unique applicants. The table below indicates the distribution of applications by province. So far, there are 796 schools in the country that received less than 20 applications and 14 schools that have so far received zero applications. The schools with zero applications are in the following provinces: Eastern Cape, Northern Cape and Western Cape. 


It is important to inform the members of the public that the government of South Africa approved the participation of the Department of Basic Education in the Presidential Employment Stimulus (PES) for phases I, II, III and IV where the government allocated, through the National Treasury, R25,5 billion over four (4) financial years for the implementation of the PYEI-BEEI aimed at creating more than 1 million job opportunities. This funding is broken down as follows: 


According to Statistics South Africa’s 2022 Census, there are 20.6 million youth in the country, and 10 million are not in education, employment and training (NEETs). Studies indicate that these are the youth who are most at risk of social exclusion. 


Research by the Southern Africa Labour and Development Research Unit (SALDRU) revealed that “Young people who are NEETs are arguably the most vulnerable group in the labour market and at risk of social exclusion, especially when they have been NEETs for a prolonged period.” SALDRU further indicates that “the lives of young people in South Africa are marked by significant challenges across multiple dimensions of deprivation, these challenges being - income poverty, low educational outcomes, poor housing, unreliable or expensive transport, poor physical and mental health, a lack of different and supportive social networks, etc. – are both structural and individual. Collectively, they can make youth particularly vulnerable.” 


The Centre for Development Enterprise (CDE) indicates that “Many of the young people that fail to find work are likely to be condemned to a lifetime of exclusion from the main currents of economic life, especially formal sector employment, for most if not all of their lives.” In a research publication, the DG Murray Trust indicated that “Young NEETs are at risk of longer term economic and social exclusion and in danger of scarring at this moment of transition into adulthood” 


Some provinces indicated concerns that certain schools would not receive applications due to connectivity issues in their areas and others cited the challenge faced by sparsely populated communities where youth have left to look for better opportunities in the cities. 


The PEDs are providing support to the communities where there are zero applications. 

Communities are requested to continue to apply for the job opportunities on SA Youth at https://www.sayouth.mobi/. The applications remain open until midnight of 16 October 2022, which gives youth two more weeks to apply. Applications can be completed throughout the day and night, including weekends. 


SAYouth.mobi is a zero-rated mobi-site and is therefore free to access. The SA Youth mobi ensures transparency and fairness in the recruitment process; it reduces bias, subjectivity and nepotism. With SA Youth, all applicants have equal opportunity to participate. The other component of SA Youth is the linkage with other partners, with many employers and learning providers and can therefore connect the youth with other available learning and work opportunities.
